Talent segmentation means grouping the talent you need according to how much value they create and how hard they are to attract, so you can concentrate messaging and investment where the payoff is greatest instead of treating every audience identically. A hard-to-fill, business-critical group warrants deeper research and tailored messaging; a plentiful, easy-to-fill group may need far less. It matters because finite budget and attention spread evenly across all roles tend to underserve the ones that actually constrain the business. The pitfall is segmenting purely by job title or department rather than by value and scarcity, which misallocates effort and leaves your most difficult, most important hiring needs competing for the same generic treatment as everything else.
